Dieser setzte sich an die Spitze der Unzufriedenen und forderte eine Bodenreform zur Problemlösung. Ohne Zweifel ist die historische Bedeutsamkeit der Agrarkrise immens, da sie die Grundlage für die Sempronische Agrarreform des Jahres 133 v. Chr. unter Tiberius Sempronius Gracchus darstellt. Theodor Mommsen sah die damalige Agrarkrise noch schärfer: Das Ackergesetz war das einzige Mittel, um einen noch viel größeren, ja den Staat geradezu vernichtenden Übel, dem Untergang des italischen Bauernstandes, wenigstens auf lange hinaus zu steuern . Der im Besitz des Gemeinwesens befindliche Grund und Boden (ager publicus) sollte nach geltendem Recht, das jedoch von den Großgrundbesitzern in der Vergangenheit missachtet bzw. umgangen worden war, zugunsten der Kleinbauern umverteilt werden. Diese Maßnahme war notwendig, nicht nur um das Recht wieder herzustellen, sondern auch um den römischen Bauernstand, der durch die Besitzgier der Reichen in Existenznot geraten war, zu stärken. Nur ein starker Bauernstand, der auf erblichem jedoch unverkäuflichen Land seinen Lebensunterhalt erwirtschaftet, wäre in der Lage, das Milizwesen als Machtbasis Roms zu erhalten und somit auch die innere Sicherheit zu gewährleisten, die z. B. durch die Sklavenaufständen auf Sizilien (erster Sizilischer Sklavenkrieg von 135-132 v. Chr.) bedroht worden war. Daher beschäftigt sich diese Hausarbeit mit der Agrarkrise der römischen Republik und den Motiven hinsichtlich des ager publicus, die zu den Reformversuchen des Tiberius Gracchus und folglich zu einer Initiative für ein Ackergesetz führten. Unter Motiven sind die Beweggründe des Tiberius Gracchus, hinsichtlich einer Neuregelung zur Nutzung des ager publicus, zu verstehen. Die vorliegende Arbeit will versuchen, die komplexen Zusammenhänge zwischen den Motiven des Tiberius Gracchus und deren Ursachen aufzuzeigen. Seit Mommsen ist es üblich geworden, das Jahr 133 v. Chr. als das Epochenjahr der Römischen Revolution zu sehen.
