Esa compilación era una simplificación, reordenación y unificación de las legislaciones castellanas anteriores, en la que, además de unificar las prácticas de los diferentes territorios castellanos, se introdujeron nuevos preceptos y se cambió el sentido de otros (por ejemplo, la extensión del mayorazgo y de su primacía). Debido al trabajo que debió suponer, especialmente en que los juristas se pusiesen de acuerdo, esta nueva ordenación debió ser un propósito de 1502 o 1503. En algún momento de 1503 o 1504, López de Palacios Rubios, jurista de confianza de la reina Isabel I, recibió el nombramiento para integrarse en el Consejo Real de Castilla y el encargo de participar en las deliberaciones de la ordenación, como en 1504 también recibió los de preparar un informe para la reina sobre los derechos del Patronato real (que publicó con el nombre de Libellus de beneficiis in curia vacantibus, ver nuestra ref. C-1220) o el de acudir a Roma como embajador ante el Papa para defender el Patronato Real (que no llegaría a cumplir tras fallecer la reina a finales de año). Como el mismo testimonia en esta obra, López de Palacios Rubios no se quedó especialmente contento con algunos de los contenidos que resultaron finalmente aprobados -disentía, por ejemplo, de los privilegios concedidos a los mayorazgos y de la facilidad que se concedió para instituir nuevos- y entre 1516 y 1518 escribió estos comentarios a esas leyes en los que va desgranando su parecer sobre cada una de las leyes contenidas o la interpretación que a él le parecía más razonable. Pero nunca los publicó. No vieron la luz hasta que, 18 años después de su fallecimiento, su hijo los hizo imprimir en esta primera edición que ofrecemos.

Juan López de Palacios Rubios fue un destacado jurista en la época de los Reyes Católicos. Fue Ministro del Consejo de Indias, Presidente del Concejo de la Mesta, miembro del Consejo Real, del Consejo de Castilla, redactor de las Leyes de Toro. En 1512 redactó el famoso Requerimiento que lleva su nombre, y que fue leído durante la conquista de América a los indígenas, conminándoles a someterse pacíficamente. En el texto se les informaba a los nativos que eran vasallos del monarca castellano y súbditos del papa y, en el caso de que opusiesen resistencia se les anunciaba que serían sometidos por la fuerza y convertidos en esclavos. Escribió importantes obras entre las que se encuentran escritos de carácter teórico sobre el duelo, el desafío y la filosofía militar, entre los que destaca el Tractado del esfuerço bellico heroyco, la única obra que escribió en castellano con un marcado carácter político y reimpresa lujosamente en el siglo XVIII por Antonio de Sanca. Falleció a los 74 años el mismo año de su publicación, en 1524. Maggs Bros, Spanish Books, 1927: "The first edition of one of the earliest Spanish ethical works of the Renaissance. It is the only book which Palacios Rubios wrote in Spanish, and is his most literary work, in which he dwells upon the virtues of military heroism, and make a subtle analysis of this quality from the moral and physchological point of view. he takes fine and notable examples from histiry and scripture and deduce a sound moral from each. An interesting tabla is appended, giving the summary of the previous chapters more or less in the form of maxims, as, for example: "it is not enough for a man to begin well if he does not end well", "Virtue that is praised, tends to develop amongst youths"; "Illustrious death is better than obscure life"; "Both daring and fear are born of love".
